Job Access and Reverse Commute (JARC)
and New Freedom Transportation Grant Programs

The Federal Transit Administration (FTA) has limited transportation grant funds available for eligible recipients through its Job Access and Reverse Commute (JARC) and New Freedom programs.

The JARC program provides funding to support eligible employment-related transportation services and activities for low-income individuals.  The New Freedom program provides funding to support eligible transportation options beyond those required by the ADA for individuals with disabilities.

In 2007 IndyGo was designated the recipient of these program funds and is responsible for grant administration and distributions in the Indianapolis metropolitan region.  Eligible recipients of these funds include:

  • Public or private operators of public transportation,
  • Authorized units of local government, and
  • Private not-for-profit organizations.

Eligible projects for JARC and New Freedom grant consideration need to be derived from the 2009 Indianapolis “Coordinated Public Transit Human Services Transportation Plan” which can be accessed by clicking on the link below.

2009 JARC and New Freedom Call for Projects

IndyGo hosted a “Call for Projects” meeting on June 29th to facilitate the 2009 grant program.  As a result, a total of six applications for JARC and New Freedom funding were received by the due date and evaluated for funding.  IndyGo’s evaluation process included several reviews of the applications (by community stakeholders) during the month of October.

Final awards were determined by a committee represented by INDOT, the Indianapolis Metropolitan Planning Organization (MPO), the Central Indiana Regional Transit Authority (CIRTA) and the Indianapolis Public Transportation Corporation (IndyGo).  The 2009 JARC and New Freedom call for project grant awards were announced October 20th (see below).

2009 Grant Award Announcements

ACCESS Johnson County (Johnson County)

$120,736 in New Freedom funds to support operation of employment connector service and taxi vouchers service (same day service) in Johnson County.  Service is targeted to provide transportation services to access employment and life sustaining services for individuals with disabilities.

Family Service of Central Indiana

$36,930 in JARC operating assistance to provide continued support of their “Ways to Work” car loan program for low-income individuals to acquire vehicles for accessing and sustaining employment.  In return, loan recipients are required to proactively share their resource (car pool) with others (e.g. through registration with CICS).

John Boner Community Center (Marion County)

$50,240 in JARC capital and operating funds to support expansion of their NEO community circulator on the Indianapolis near eastside.  Funds will allow for a second vehicle to be operated, providing bi-directional services and more timely and effective access to employment opportunities in the near eastside community as well as the rest of the city.

$177,288 in JARC operating funds to continue support of the extended fixed route service to the new Indianapolis International Airport, providing public transportation service and options for more than 12,000 employees in and around the airport area.

Exodus Refugee Immigration Center (Marion County)

$38,400 in JARC capital assistance to help fund the acquisition of a 14 passenger mini-bus to provide transportation support to the hundreds of immigrants relocating to the city of Indianapolis.  This project will facilitate self-sufficiency for these families by providing transportation support to access to employment, employment training and day care.

Indianapolis Resource Center for independent Living (Marion County)

$63,024 in New Freedom capital and operating assistance to help support acquisition and operation of an accessible bus providing alternative transportation support for current and potential disabled clients of IRCIL.  Service will provide access to medical appointments, meetings and other community resources in Marion and the surrounding counties.

2008 Grant Award Announcements

IndyGo announced its first “Call for Projects” for JARC and New Freedom funding in June 2008.  As a result, IndyGo received five grant applications.  A total of $1,451,702 in federal grant assistance (for a two year period) was awarded to the following agencies:

  • John H. Boner Community Center (Indianapolis) $192,170 JARC grant to support a fixed route employment circulator on the Indianapolis near eastside.
  • Family Service of Central Indiana $57,650 JARC grant to support a car loan program for low income individuals providing shared ride employment transportation.
  • BOSMA Industries for the Blind (Indianapolis) $52,800 New Freedom grant to acquire two flex fuel accessible vans to provide transportation alternatives for BOSMA Open Door riders.
  • IndyGo $543,111 New Freedom grant to support a taxi voucher program and “on call” service for same day rides for Open Door riders, and software and technology upgrades to improve service delivery and access for persons of low income, the elderly and individuals with disabilities.
  • IndyGo $605,971 JARC grant to support extension of fixed route service to the new Indianapolis International Airport passenger terminal.
