Justin Burcope joined IndyGo in 2016 as an analyst in the finance department and has grown alongside the organization ever since. Prior to joining IndyGo, he worked in financial analysis and budgetary roles for the State of Indiana, building deep local and state finance experience that informs his approach to public budgeting and grant management. During his time at IndyGo, he has taken on successive leadership roles, most recently serving as budget director, where he supported the team responsible for the agency’s financial planning and strategy. In that role, he oversaw the operating and capital budgeting process for an organization of more than 800 employees and a budget of more than $400 million, while also helping the team secure critically important grant funding to sustain operations and advance major capital investments.

Burcope has especially valued being part of the team that led IndyGo through two Bus Rapid Transit (BRT) openings and contributed to the planning of a third, milestones that have reshaped public transportation in Indianapolis. He believes strong financial stewardship is essential to delivering on IndyGo’s mission and is committed to aligning the organization’s financial operations with its broader strategic plan.

He graduated from Indiana University Bloomington’s Kelley School of Business with a degree in economics and public policy. He lives in SoBro along the Red Line corridor and loves having reliable public transit in his neighborhood. In his free time, you’ll likely find him running on the Monon Trail or standing in a stream fly fishing.
