INDIANAPOLIS — Coming soon on Sunday, June 14, IndyGo will implement significant service changes to the East Side and Near Northside of Indianapolis. These changes are the next in a series of planned realignments and frequency changes as part of IndyGo’s Future Service Plan to increase the quality and frequency of bus service and enhance connections outside of downtown.
Major Route Changes
Route 3 – Route 3 will operate every 15 minutes on weekdays between the Julia M. Carson Transit Center (CTC) and its current terminus near the intersection of Arlington Avenue and East 46th Street, an improvement from the previous 30-minute frequency. Alternating trips will continue east on East 46th Street and north on North Shadeland Avenue to Community Hospital North instead of on Route 4. On weekends, all trips will go to Community Hospital North at a 30-minute frequency without turning around at the intersection of Staughton Drive and Arlington Avenue. Route 3 will also no longer turn onto 10th Street, Ritter Avenue and 16th Street, allowing for faster service along Arlington Avenue. For smoother scheduling, Route 3 service west of the CTC will be split off into a new route, named Route 7. (See map below)

Route 7 – To provide smoother scheduling, current Route 3 service west of the CTC will be named a new route, Route 7. It will operate every 30 minutes on weekdays and every 60 minutes on weekends. An additional trip will be added to accommodate Metro High School. Riders traveling between West Michigan Street and the East Side will need to travel to the CTC, where they can transfer to Route 3, or other routes depending on the origin and destination of their trips. Route 4 – Route 4 will be retired and replaced by modified versions of Routes 3 and 5. Central Avenue will continue to be served by Routes 19 and 28, where a frequency increase to Route 28 will preserve 15-minute weekday frequency. Meadows Drive will be served by a modified version of Route 5. East 46th Street and North Shadeland Avenue will be served by a modified version of Route 3. Service on East 42nd Street between Sherman Drive and Arlington Avenue will be retired. (See maps below)


Route 5 – Route 5 will no longer serve the CTC, instead offering easy transfers to the Red and Purple lines near the intersection of 22nd and Meridian streets along with Route 21. These two routes, each operating every 30 minutes on weekdays and every 65 minutes on weekends, will share an alignment on 25th Street west of Sherman Drive, bringing doubled frequency to Martindale-Brightwood and Midtown. The northern end of Route 5 will be extended to areas formerly served by Route 4 on and near Meadows Drive. Service will be retired on Dr. Andrew J. Brown Avenue between East 16th and 22nd streets, and Delaware Street between Fort Wayne Avenue and 16th Street. Route 11 will continue to serve East 16th Street. (See map below)

Route 15 – Following the opening of the 30th Street Bridge over the White River, the extended Route 15 detour has ended on Harding Street, West 16th Street, Lafayette Road and Cold Spring Road on March 23. In June, this will be reflected in IndyGo materials, including maps, schedules and data. (See map below)

Route 21 – Route 21 will no longer serve the CTC, instead offering easy transfers to the Red Line and Purple lines near the intersection of 22nd and Meridian streets along with Route 5. These two routes, each operating every 30 minutes on weekdays and 65 minutes on weekends, will share an alignment on 25th Street west of Sherman Drive, bringing doubled frequency to Martindale-Brightwood and Midtown. Service on Massachusetts and Brookside avenues, East Street and parts of College Avenue and Ohio Street, will be retired. Route 3 will continue to serve the Mass Ave and Lockerbie Square area. Routes 11 and 26 will continue to serve the Spades Park area. (See map below)

Route 25 –Following the closure of Noble of Indiana West on Tibbs Avenue, Route 25 will no longer include select trips to that location. (See map below)

Route 28 – To preserve 15-minute service on Central Avenue in the absence of Route 4 and improve service on the North Side, Route 28 will improve to 30-minute weekday service. (See map below)

Route 30 – Following the opening of the 30th Street Bridge over the White River, the extended detour on Route 30 onto Harding Street, West 16th Street, Lafayette Road and Kessler Boulevard ended on March 23. Instead, it now uses Cold Spring Road and turns around near the intersection of Cold Spring Road and Lafayette Road as it did before the bridge detour started. In June, this will be reflected in IndyGo materials, including maps, schedules and data. (See map below)

Route 90 (Red Line) – To improve on-time performance during the Fountain Square detours, the Red Line will be split into separate north and south segments from the CTC. The north route will remain unchanged, aside from any unrelated detours that may occur north of downtown. On the south segment, the Fountain Square, Pleasant Run and Raymond stations will remain closed. The Red Line will continue to serve Route 13 stops on East and Raymond streets, including stops at the intersection of Shelby and Raymond streets. To increase flexibility and access when navigating through detour routes, select trips on the south route of the Red Line will operate with 40-foot buses instead of 60-foot buses. (See maps below)


Minor Schedule Changes
Also on June 14, the following routes will undergo minor schedule adjustments to improve on-time performance and factor in revised routes that overlap: 2, 6, 19, 31, 87 and 90 (Red Line)
The following routes will begin to provide earlier trips on Sundays: 7, 8, 10, 13, 16, 19, 24, 26, 28, 29, 30, 31, 37, 82, 87, 90 (Red Line) and 92 (Purple Line).

Service Changes Summary and Map Overview
Above is a map of all service changes anticipated Sunday, June 14. Any route with no changes or only minor schedule adjustments is grayed out. Note that although the Red Line will be split into separate north and south segments, this change will not be visible on IndyGo system maps. As is standard on IndyGo maps, orange lines represent 15-minute service and blue lines represent 30-minute service. There are no changes associated with 60-minute weekday service, which is normally shown in green. Black dashed lines refer to retired service.
Of the corridors depicted in orange, Central Avenue between Downtown and 38th Street already had 15-minute weekday service, but any other orange routes represent a frequency increase. This includes significant improvements to the East Side on East Michigan Street, Arlington Avenue, and East 25th Street. Likewise, Route 5 service on Sherman Drive and the west segment of Route 3 (now Route 7) already had 30-minute weekday service, but all other blue corridors in this map represent an improvement from 60-minute service.
Of the black dashed lines associated with former service, most still have other routes on the same corridors. However, a few corridors will be retired completely, including parts of East 42nd Street, Dr. AJ Brown Avenue and Massachusetts Avenue. The nearest options to the retired portion of East 42nd Street will be the Purple Line, Route 3, and Route 5. A 2024 realignment to Route 11 preserves Route 5’s former service on 16th Street in the Near Northside and Route 21’s former service in the Brookside Park area. In the Mass Ave area, the nearest options will be Routes 3 and 10, which both run frequently. Ritter Avenue and Community Hospital East will no longer be served by Route 3 but continue to be served by Routes 10 and 11.
As indicated in this map, the following corridors will be retired and will not be served by another route:
- Delaware Street between Fort Wayne Avenue and 16th Street
- Dr. Andrew J. Brown Avenue between 16th and 22nd streets
- Kessler Boulevard between Lafayette Road and 30th Street (no stops)
- Massachusetts and Brookside avenues, East Street and any segment served exclusively by Route 21 west of the intersection of 21st Street and Sherman Drive
- East 42nd Street between Sherman Drive and Arlington Avenue
The following corridors will have new bus service:
- 22nd Street between Illinois Street and Dr. Andrew J. Brown Avenue
- Segments of Sherman Drive that connect Route 21 to East 25th Street and Route 5 to East 42nd Street
- Millersville Road by the Midtown Bureau of Motor Vehicles branch
The following corridors will increase in frequency:
- Meadows Drive
- 60 Minutes → 30 Minutes on weekdays
- Route 3 between downtown and the intersection of Arlington Avenue and 46th Street
- 30 Minutes → 15 Minutes on weekdays
- 60 Minutes → 30 Minutes on weekends
- Route 21 east of Sherman Drive
- 60 Minutes → 30 Minutes on weekdays
- East 25th Street between Dr. Andrew J. Brown Avenue and Sherman Drive
- 30 Minutes → 15 Minutes on weekdays
- 60 Minutes → 35 Minutes on weekends
- Route 28 north of 38th Street
- 60 Minutes → 30 Minutes on weekdays
- East 46th Street and North Shadeland Avenue
- 60 Minutes → 30 Minutes every day of the week
Open Houses
To learn more about these changes, riders can attend one of the following open houses at the CTC the week of May 11:
- Monday, Wednesday and Friday from 4 to 6 p.m.
- Tuesday and Thursday from 7 to 9 a.m.
- Saturday from 10 a.m. to noon
Future Service Plan
These changes are IndyGo’s next big step toward its Future Service Plan, which is anticipated by October 2028, along with the Blue Line. The Future Service Plan is the result of a Comprehensive Operational Analysis of the Indianapolis transit network by IndyGo staff and internationally recognized transit planning consultants. This analysis, as well as the 2022 Onboard Survey and public feedback, indicates that frequent service is one of the most important qualities of a successful transit network.
To make service as frequent as possible, IndyGo is making strategic cuts to under-performing areas and enhancing connections to its fast, frequent, high-capacity BRT network. Starting in June, all IndyGo routes will have at least one transfer point with a BRT route outside the CTC. For more information about IndyGo’s Future Service Plan, visit our website here.
