Section 5310 — Enhanced Mobility of Seniors and Individuals with Disabilities Grant Program

The Federal Transit Administration (FTA) grants limited transportation funds for capital improvements (e.g. vehicles) and operating funds through its Section 5310 — Enhanced Mobility of Seniors and Individuals with Disabilities Grant. 

IndyGo is the designated recipient of the Section 5310 funds in the Indianapolis Urbanized Area and is responsible for administering the grant and distributing funds. More information about Section 5310 funds, including project selection and oversight, can be found in IndyGo’s Section 5310 Program Management Plan. Eligible recipients of these funds include: 

  • Private not-for-profit organizations. 
  • Authorized units of local government. 

To be considered for the grant, projects must be derived from the Indianapolis area Coordinated Transportation Plan.  

The 2025 Section 5310 Call for Projects will run from Dec. 15, 2025 to Feb. 6, 2026. Any applicants wishing to apply must attend the Call for Projects webinar Dec. 15, from 9 to 10:00 a.m. Interested parties can register for the webinar here

Eligible projects are for new “traditional” service(s), mobility management, vehicles and IT equipment. Mobility Management, vehicles, and IT equipment will require a 20% local match. New “traditional” service(s) receiving funding will require a 50% local match. The estimated amount available for this call for projects is $1 million. The grant application will be available following the meeting.

Section 5339 — Buses and Bus Facilities Grants Program

The Federal Transit Administration (FTA) grants limited transportation funds for capital improvements (e.g. vehicles) through its Section 5339 Buses and Bus Facilities Grants Program. 

IndyGo is the designated recipient of the Section 5339 funds in the Indianapolis Urban Area and is responsible for administering the grant and distributing funds. More information about Section 5339 funds, including project selection and oversight, can be found in IndyGo’s Section 5339 Program Oversight Guide. Eligible recipients of these funds include: 

  • Authorized units of local governments. 
  • Private nonprofit operators for purposes of carrying out eligible job access and reverse commute projects. 
  • Existing IndyGo subrecipients providing public transportation services. 

To be considered for the grant, projects must support public transportation services in the Indianapolis urban area. 

The 2025 Section 5339 Call for Projects will run from Dec. 15, to Feb. 6, 2026. Any applicants wishing to apply can learn more information at the Call for Projects webinar Dec. 15, from 10 to 11 a.m. Interested parties can register for the webinar here. IndyGo anticipates making $600,000 available in Section 5339 funds. 

Eligible projects include capital projects such as vehicles, radio and communications equipment, wheelchair lifts and rehabilitation and support systems such as computer hardware and software.

Section 5307 — Urbanized Area Formula and Section 5339 – Bus and Bus Facilities

The Federal Transit Administration (FTA) grants funds for public transportation service for urbanized areas (Section 5307) and for capital acquisitions to support public transportation (Section 5339).
