Blue Line Construction Work
IndyGo’s work on the Blue Line, its third Bus Rapid Transit (BRT) line, has closed three parts of Washington Street.
The first partial closure at the intersection of Washington Street and College Avenue will keep one eastbound lane open on Washington Street and is scheduled to begin on or after Thursday, Sept. 11. This will be a four-month closure to construct new storm sewer trunk lines.
The second closure along Washington Street is between Belmont Avenue and Harding Street, which will last for approximately six months, will start on or after Monday, Dec. 1. One eastbound lane will remain open, maintaining local access to residences and businesses along this portion of Washington Street. This closure is needed to construct new storm sewer trunk lines.
The third closure is at the intersection of Washington Street and Emerson Avenue. Citizens Energy Group has the intersection closed for water line relocation. Motorists should follow the local detour set by Citizens.

Utility Outages and Relocations
Experiencing a water or natural gas outage? Many underground utility lines must be relocated before Blue Line construction crews can fully begin their work. Citizens coordinates the required relocation of water, sewer and natural gas lines. This work may require a temporary service disconnection (generally lasting fewer than eight hours), but crews will work to reconnect service as soon as possible. Citizens hosts an online map of reported utility outages as well as a map of ongoing construction which includes utility work for the Blue Line. While not all outages or construction areas may be entirely represented on these maps, they are good tools to determine whether the outage or construction you are encountering is related to Blue Line.
Blue Line Overview
The Blue Line will run 24 miles, connecting the Indianapolis International Airport to the Town of Cumberland via downtown Indianapolis along I-70, Holt Road and Washington Street. The line is scheduled to open for service in 2028. Once complete, it will offer faster, safer and more reliable service.
Riders will benefit from level boarding, fare collection through MyKey, real-time arrival signage, frequent service and covered stations for weather protection. Beyond transit, the project also brings major infrastructure upgrades to the Washington Street corridor. This includes new street paving, improved sidewalks and pedestrian crossings, and ADA-compliant curb ramps, making the corridor safer and more accessible for all.

Washington Street and College Avenue
Motorist Detour
College Avenue will be closed to thru traffic at Washington Street. One eastbound lane will be open on Washington Street over to the entrance ramp to I-65/I-70. Traffic will be detoured via Washington Street to I-65 South/I-70 West using the Fletcher Avenue exit, take Fletcher Avenue to East Street, turn on westbound Washington Street to New Jersey Street, then eastbound Market Street to College Avenue.

Belmont Avenue to Harding Street
Motorist Detour
Westbound lanes between Belmont Avenue and Harding Street will be closed to through traffic. Motorists driving westbound will detour around the closure using Harding Street, I-70 and Holt Road. One eastbound lane will remain open, maintaining local access to residences and businesses along this portion of Washington Street.

Rider Detour
IndyGo’s Route 8 will detour using North White River Parkway, Michigan Street and Belmont Avenue. All westbound bus stops along Washington Street, between Belmont Avenue and Harding Street will be closed. Temporary stops will be implemented near the intersection of Washington and Harding streets and the intersection of Washington Street and Belmont Avenue.
